Jamaican slang expression originally used to describe a southern district in Jamaica called Waterford(home of Jamaican Dancehall DJ Adidja "Vybz Kartel" Palmer); it is used to refer to a crew/movement started by Vybz Kartel which featured popular Jamaican entertainers such a Popcaan and Tommy Lee.
